Ethics Board director: Mayor Scott’s senior advisor must submit ethics disclosure promptly

Asked last night about a senior advisor’s failure to file a required ethics form, Mayor Brandon Scott’s office told The Brew last night it would be submitted “in due course.”

Calvin A. Young III’s online form is already 119 days late, and Scott’s deputy chief of staff, Bryan Doherty, left open the possibility that the form might not be turned over for several more months.

Young now has a deadline of slightly over 24 hours, according to Ethics Board Director J. Christoph Amberger.

“I have communicated a deadline of COB 1/31/25  for the Entry Statement to him this morning,” Amberger said in an email, meaning by the end of the work day tomorrow.

Asked whether Young will pay a penalty for his tardy submission, Amberger said the decision is up to the Ethics Board.

A $10-a-day fee for a late filing can be imposed by the board, up to $1,000. With Young now four months late, the board could impose the maximum fine.

“The board may assess a late fee for those who are not in compliance,” Amberger said. “Or it may decide to waive the fine or assess a portion of the fine depending on the circumstances.”

Hired on September 3

When Young, the campaign treasurer during Scott’s successful run for a second term, was hired as the mayor’s senior advisor on September 3, he was required to fill out the online entry form and submit it to the Ethics Board within 30 days.

Young never submitted the form, which asks for information on a new employee’s outside income, real estate holdings, gifts from persons doing business with the city and other potential conflicts of interest.

The Brew inquired about the missing entry statement on January 10. In response, Amberger queried the mayor’s office and was told the statement was “in the works.”

Young has not returned multiple telephone and email messages seeking comment, other than to text back at one point, “What do you need.”

Prior to his appointment as a $140,000-a-year senior advisor, Young was a partner at Green Street Impact Partners, an investment group founded by financier David Warnock.
